Abstract: University residences concentrate students in shared living environments where safety, accountability and access to information depend on reliable procedures for movement control, room accountability and incident handling. In Côte d'Ivoire, demand for university housing exceeds supply, and publicly documented residence procedures combine early online services, mainly for admission, with physical formalities on site [1], [2], [3]. This paper presents the design, architecture and implementation of IUGB In/Out, a multi-platform residence management system developed for the International University of Grand-Bassam (IUGB). The contribution is a set of six formally described residence life protocols (exit and return, overdue management, room inspection, incident handling, behavior evaluation, and identity and governance), together with the data model, the three-tier architecture and the implementation that enforce them. The protocols rely on role-based access control for students, supervisors and administrators, on cryptographically signed single-use QR tokens, on a persistent audit log, on real-time Socket.IO events, on Firebase push notifications, and on an AI assistant grounded in an administrator-managed knowledge base. The system is implemented with Flutter, React, Node.js/Express, Sequelize and MySQL. We position it against the publicly documented practices of Ivorian university residence authorities (CROU) and report the functional results obtained. No field-scale quantitative evaluation has been carried out yet; operational benefits are therefore reported as expected benefits, and limitations and future work are discussed.
